The Job Description
General Statement of Duties
Performs difficult, professional level work planning, directing, coordinating and supervising the activities of the Carteret County Library system.
Distinguishing Features of the Class
An employee in this class is responsible for planning, directing and coordinating operation of the County library system; developing and administering library policies and procedures; planning for library technology; working with the library board on programs, policies, and financial and facility planning; preparing and presenting required and special reports; maintaining records and files. Work involves extensive public contact with agency and local and state officials requiring tact, diplomacy and negotiation skills. Duties are performed under the supervision of the County Manager and are evaluated through conferences, review of job duties, and feedback from citizens and/or groups served.
Duties and Responsibilities
Essential Duties and Tasks
Supervises staff to include prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; and making hiring, termination, and disciplinary recommendations.
Oversees the development, implementation, and evaluation of library programs and services; envisioning and interpreting community needs, developing new programs and services for all segments of the community.
Directs the library’s overall budget that includes establishing priorities, reviewing and approving requests, completing grant applications, and reviewing and approving invoices.
Develops and implements the library’s comprehensive services plan to include establishing service objectives; consulting with the Library Board of Trustees; and monitoring technological resources.
Directs the library’s collections and services by allocating collection responsibilities and managing vendor negotiations.
Develops and implements the library’s operations policies by consulting with the Library Board of Trustees and examining standards throughout the library community.
Serves as liaison for development opportunities relating to the library in both the public and private sectors and plays a major role in publicizing and expanding awareness and use of the library's services, resources, and programs to the community.
Oversees library facilities, furnishings, and equipment and interacts with the appropriate County staff for the maintenance of the library buildings.
Serves as a member of the Library Board of Trustees and the Friends of the Library Board by assisting with preparation of reports, and implementation of programs and policies recommended by the Board.
Performs work during emergency/disaster situations.

Knowledge, Skills and Abilities
Knowledge of library science concepts; library information systems; library policies and procedures; library management software; library collection management techniques; and catalog organization.
General knowledge of federal, state and local laws governing Library practices.
Ability to read, analyze and interpret professional media, financial reports and legal documents.
Ability to plan, organize, direct, evaluate and supervise the work of others.
Ability to express ideas clearly and accurately orally and in writing.
Ability to research and write grants.
Ability to prepare and maintain complex financial records, and to prepare and monitor an operating budget.
Demonstrated proficiency in the use of computers and word processing and spreadsheet software.
Ability to establish and maintain effective working relationships with other County officials, other public officials and representatives, professional groups, employees and the general public.
Physical Requirements
Work requires the frequent exertion of up to 10 pounds of force occasionally.
Work regularly requires sitting, speaking or hearing, using hands to finger, handle or feel, frequently requires standing, walking and occasionally requires stooping, kneeling, crouching or crawling.
Visual acuity is required for close vision, distance vision, ability to adjust focus, depth perception, color perception, and peripheral vision.
Vocal communication is required for expressing or exchanging ideas by means of the spoken word.
Hearing is required to perceive information at normal spoken word levels.
Work requires preparing and analyzing written or computer data, operating machines, operating motor vehicles or equipment and observing general surroundings and activities.
Work has no exposure to environmental conditions.
Work is generally in a moderately noisy location (e.g. business office, light traffic).
Desirable Education and Experience
Master’s degree in library or information science and a minimum of six (6) years of progressively responsible library experience including at least three (3) years of library supervision and administration; or an equivalent combination of education and experience. Must be eligible for or possess NC Public Librarian Certification.
