Job Description

I. PURPOSE / SUMMARY: Under the direction and general supervision of the County Library Director, the Bookkeeper/Outreach Coordinator is responsible for the overall accounting and bookkeeping of the Library accounts, and must be able to work closely with the Library Director and County Finance Department to ensure accurate, readily accessible documentation for all library procurement. The employee must also be able to demonstrate the ability to effectively plan, coordinate and implement programs and services for all age groups with minimal supervision. This position is classified as Non-Exempt for the purpose of the Fair Labor Standards Act. Employees are required to work up to 40 hours per week and have rotating hours every other weekend. II. ESSENTIAL FUNCTIONS: Bookkeeping (approximately 16hrs per week) • Provide on-going accounting and bookkeeping support for the day-to-day business operations of the Library. • Work in excel spreadsheets, processing accounts receivable and payable, invoicing, inputting organizational and project budgets, and performing other bookkeeping duties. • Manage the ordering and distribution of the office and janitorial supplies, which includes maintaining the Library’s supply store • Work with auditor to collect relevant financial documents needed to ensure completion of the annual audit • Maintain budgets and accounting records for all funds & balances monthly bank statements • Prepare regular and special financial reports as needed by the administrative team or Library Board • Prepare monthly cash flow and cash summary reports • Record all financial activity, including receipts and disbursements, in accordance with Federal, & State regulations • Prepare purchase orders with assurance that they are within the budgetary spending parameters of the Library for the Director’s signature • Report on budget to actual operations in a timely and accurate manner • Performs and assist in clerical duties for the County Library Director. Outreach Coordinator (approximately 24hrs per week) • Serve the public in a courteous and helpful manner • Cooperate as a team member to fulfill the Library’s Mission Statement • Provide assistance with Circulation services at the front desk and on the bookmobile • Identify community needs. Establish relationships with various community organizations/leaders, and work to provide library services that meet those needs • Coordinate early literacy activities with Marlboro County School District • In conjunction with Library Director, create an outreach schedule for staff to carry out bookmobile services • Be familiar with and incorporate new technologies in educational services and programming throughout the community for all age groups • Assists with supervising staff in Director’s absence • Additional Examples of Work Performed: Participates in special projects, maintains records and statistics, and performs other duties as assigned III. SKILLS/EDUCATION/OTHER REQUIREMENTS: • Bachelor’s Degree or higher; or four years of increasingly responsible experience in a public library or customer service related field. An equal combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered. • Ability to demonstrate progressively responsible supervisory experience (1-3 years) • Willingness to work a variable schedule, including rotating evenings and weekends as required. • Good driving record, Background, Drug Screening, and Credit Check required • Must provide three professional references IV. CERTIFICATIONS REQUIRED: • Valid SC Driver’s License and good driving record V. KNOWLEDGE, SKILLS, & ABLILITIES: • Must possess a reputation of honesty, integrity, and reliability • Ability to plan, organize, and direct a program or service targeting specific groups throughout the county • Ability to establish and maintain effective working relationships with other employees, supervisors, and contacts throughout the community • Ability to effectively present information and respond to questions from managers, employees and the general public • Possess the temperament and good judgment to effectively deal with the public and/or Library employees and volunteers, some of whom may be irate or unreasonable, both by phone and personal contact • Must have the desire and ability to serve the public and the Library staff with friendliness, tact, and diplomacy • Ability to organize and prioritize the duties of the position and efficiently complete the responsibilities of the job • Possess the physical and mental ability to work independently to the extent appropriate to the position with initiative and judgment • Ability to analyze and to creatively solve problems related to the position • Ability to learn general office, accounting and bookkeeping practices and procedures and computer programs relating to the same, specifically: Microsoft Office Professional Suite 2013 and Google Drive • Must be able to demonstrate knowledge of using new technologies in educational services • Thorough skill in the application of accounting principles to the development and maintenance of fiscal and accounting records • Ability to create and maintain spreadsheets to analyze and organize accounting and fiscal data for reports • Ability to evaluate, develop, and initiate revisions in established accounting systems, procedures, records and controls • Ability to read, analyze, and interpret technical procedures and governmental regulations and rules • Ability to operate computer and library automation systems, telephone and other office equipment in a proficient manner • Ability to communicate effectively orally and in writing • Ability to interpret and implement policies and procedures VI. SUPERVISION: • Supervises staff in absence of Director VII. WORKING ENVIRONMENT: • The work environment involves everyday risks or discomforts which require normal safety precautions typical of office environments. The employee may interact with upset staff and/or members of the public. VIII. PHYSICAL REQUIREMENTS: • This job requires the ability to operate a bookmobile. While performing this job, the employee may be required to stand, walk, reach with hands or arms, climb or balance, stoop, dance, sing, talk and hear. Must possess the vision required to read printed materials, a computer screen, and to drive. The employee in this position may be required to lift and/or carry items and materials generally not exceeding 40 pounds. Must possess the ability to hear and speak with the public both in person and over the telephone. Finger dexterity is needed to access, enter, and retrieve data using a computer.
