RCPL's Melanie Huggins Elected to ULC Board

Melanie Huggins, executive director of the Richland County Public Library, has been elected to the board of the Urban Libraries Council (ULC), an alliance of more than 180 metropolitan libraries and corporations committed to the best in public library service. The 16 member board works to further the ULC's goals of building better neighborhoods and more capable cities.


Huggins came to RCPL in 2009 from St. Paul Public Library, where she was the director. Since 2003, she has been active in ULC, chairing the Forecasting Strategy Group and participating as a Fellow in the Executive Leadership Institute. A noted expert in the areas of strategic planning, collaborations, leadership development and library staffing, Huggins is also active with the Institute of Museum and Library Services and the American Library Association.

Since 1971, the Urban Libraries Council has worked to strengthen public libraries as an essential part of urban life. A member organization of North America's leading public library systems, ULC serves as a forum for research widely recognized and used by public and private sector leaders.
