Position Overview: 

We have a great career opportunity available for a Procurement Officer in our Columbia, South Carolina headquarters. 

The Procurement Officer will manage the day to day activities related to procuring goods and services for the South Carolina State Library.  Responsible for authorizing all procurement related activities by developing, reviewing, and approving acquisition of goods and services at the most advantageous value.  Follow the directions of the South Carolina Consolidated Procurement Code, associated regulations, and internal operating procedures.  Develop solicitation documents, including scope, instructions to vendors, technical and functional specifications of work, qualifications, award criteria, terms and conditions, bidding schedules, and all necessary attachments.  Responsible for the evaluation of responses for procurements to ensure the offers are responsive and accurate.  Ensure contracts are awarded appropriately based on source selection method, ensuring that awards are in compliance with SC Procurement Code.

The candidate must have excellent customer service skills with the ability to interact courteously and effectively with internal and external customers.  They should have excellent organizational skills, attention to detail and the ability to handle multiple projects and meet deadlines under limited supervision.  They must have the ability to communicate effectively, both orally and in writing with all levels of staff and management.

Compensation & Benefits: 

Hiring Range:  $35,360 - $50,394

Essential Duties of the Position: 
  • Oversee the purchase, receipt of goods/services, and inventory of materials.
  • Review purchase requisitions to determine method of procurement, utilization of state contracts, and compliance with procurement code. 
  • Process shopping carts, good receipts, and purchase orders. 
  • Source potential and minority vendors, prepares invitations for bids, conducts bid opening, evaluates bids and awards contracts.  
  • Update agency Dashboard system per SCSL guidelines.  
  • Participates directly in routine procurement by issuing office supply orders and other routine procurements for the agency, includes some local deliveries and pick-ups. 
  • Receive and ensure the delivery of packages and materials to the appropriate person.
  • Oversees agency contracts.  Monitors ending dates and set up schedules and procedures for follow up on expiring contracts and to ensure contracts do not expire without a new contract in place to avoid any unnecessary charges.  Coordinates all contracts and ensures compliance with the Consolidated Procurement Codes and state, federal, and agency policies.
  • Track purchases, compile information and files, and prepare reports.  Reports include but are not limited to Minority Vendor, Sole Sources, and Emergency Procurement.
  • Reconcile Bank of America monthly p-card statements for account allocation. 
  • Maintain proper inventory control procedures and accurate inventory reporting of all accountable equipment/furniture according to State Capital Asset regulations. 
  • Complete a physical inventory each year. Dispose and coordinate the transfer of all non-salvageable items in accordance with appropriate Federal or State guidelines.
  • Assist in reconciling the agency's internal dashboard monthly.
  • Coordinate maintenance of agency vehicles.  
  • Coordinate the sale of vehicles and equipment through SC Surplus Property Office. 
  • Establish and maintain effective working relationships.
The Candidate: 

Minimum Requirements:    

  • A high school diploma and work experience that is directly related to the area of employment.  A bachelor’s degree may be substituted for required work experience. 
  • This position will require the operation of a state vehicle; must possess a valid driver’s license.

Preferred Qualifications:

  • Work experience directly related to the procurement process for SC State agencies (e.g. purchased supplies and equipment for use by SC State agencies, negotiated contractual agreements under State and Federal provisions, prepared purchase orders and examined purchase requisitions, prepared required reports, interviewed potential vendors, etc.).
  • Experience working with Microsoft Office Software, including Microsoft Excel.
  • Experience working with the South Carolina Enterprise Information System (SCEIS).
  • Proficient with the use of SCEIS for processing requisitions, purchasing orders and/or receipt or purchases.
