Position: Circulation Manager (MLIS Degree
Required), Main Circulation, Hughes
Main Library
Pay: $55,614 per year, plus benefits
Status: Regular Full-time, Exempt
Available: February 2022
Location: Hughes Main Library, 25 Heritage Green Place, Greenville, South Carolina
Schedule: Daytime hours Monday – Friday, with occasional evenings, weekend, and holiday hours as needed. Schedule requires flexibility to cover unanticipated staffing needs.
FUNCTION
Reporting to the Access and Discovery Director, this position:
• Manages system-wide circulation functions and projects.
• Manages the Main Circulation staff, as well as the Main Library adult fiction and audiovisual collections.
• Embodies the Library System’s code of service by creating an atmosphere where customers and employees feel invited, informed, impressed and inspired.
• Greets customers and employees with a welcoming smile, and enthusiastically provides knowledgeable and meaningful assistance.
• Performs work under general supervision in accordance with the Library System’s vision and mission, using independent judgment and initiative within a framework of established policies and procedures.

• Manages the Library System’s circulation-related policies and procedures, facilitating periodic evaluation of policies/procedures and recommending changes to Library Administration, as appropriate. (E)
• Creates documentation and works with Staff Development staff to implement system-wide training on circulation functions, as needed. (E)
• Collaborates with the Virtual Services Coordinator, Integrated Library System (ILS) Administrator, Staff Development Coordinator, and other staff as needed regarding the ILS circulation policy configuration and resolution of issues relating to circulation functions. (E)
• Collaborates with the Virtual Services Coordinator and other staff as needed to ensure successful, efficient use of self-checkout kiosks, automated materials handling equipment, and other technologies for system-wide circulation functions and materials handling. (E)
• Collaborates with Operations Manager, Access Manager, and other staff as needed to optimize transfer of library materials between Library System locations and ensure efficiency, consistency and alignment in system-wide materials handling practices. (E)
• Monitors the record quality and oversees the maintenance of the patron database in the ILS. (E)
• Serves as liaison to other libraries with which the Library System has reciprocal borrowing arrangements. (E)
• Works closely with the Discovery Manager to facilitate effective delivery and return of interlibrary loan materials. (E)
• Provides assistance in reader’s advisory and circulation services. (E)
• Assigns, instructs, directs, and supervises staff. (E)
• Participates in interviews of applicants for staff positions and makes recommendations for selecting new employees; selects candidates, and coordinates the interviews for Main Circulation. (E)
• Provides training for subordinates; reviews performance of subordinates and makes recommendations for improvement/growth as appropriate. (E)
• Prepares and/or reviews staff schedules, approves leave requests, and arranges supplemental coverage when needed. (E)
• Confers with the Access & Discovery Director and Human Resources regarding unit personnel needs, problems, vacancies, recruitment, specific position requirements, and overall employee relations. (E)
• Makes recommendations to the Technical Services Manager regarding the development and maintenance of the Main Library adult fiction and audiovisual collection; weeds those collections based on condition, timeliness, and use. (E)
• Assists in future planning for changes and improvement in unit operations, including budget recommendations and formulation of goals and objectives. (E)
• Ensures that safety and maintenance issues are reported promptly and properly. (E)
• Receives and compiles statistics, reports, memos, documentation, correspondence, etc. (E)
• Reviews and studies professional literature to keep abreast of developments in library and information science. (E)
• Answers questions on Library System operations, policies and procedures, and handles problems and complaints. (E)
• Uses current mobile device technology to assist customers in downloading and/or accessing the Library System’s online digital materials, such as eBooks. (E)
• Responsible for the accurate collection and reporting of fines and fees. (E)
• Works with Volunteer Coordinator to train, schedule, and supervise volunteers in the unit as appropriate.
• Operates, manages, and coordinates maintenance of library equipment, including self-checkout stations, staff and public computers, telephones, printers, cash register, and photocopier. Provides instruction and demonstrates use as needed. (E)
• Attends library meetings, training programs, workshops, and conferences as requested by supervisor. (E)
• Ensures that book drops are emptied during holidays and closings when feasible. (E)
• Ensures safe work methods are followed to prevent injury. (E)
• Works a schedule that meets the needs of the unit. (E)
• Performs other related duties as required, including those of any staff member in the unit.
REQUIRED KNOWLEDGE, SKILLS/ABILITIES & CHARACTERISTICS
(Testing of computer skills may be part of the interview process for this position.)
Knowledge:
• Thorough knowledge of modern library principles and of procedures and skills applicable to public libraries.
• Knowledge of supervisory methods and techniques.
• Considerable knowledge of the functions of reference and readers’ advisory services.
• Computer literate with knowledge of Windows operating system, MS Office, various Internet browsers and email.
• Knowledge of business English, spelling and arithmetic.
Skills/Abilities:
• Ability to operate and care for computers and their peripherals, e.g. RFID pads, barcode readers, printers, etc.
• Ability to learn the Library System’s integrated system software, i.e. an automation system used to manage library processes.
• Ability to learn the Library System’s Automated Materials Handling (AMH) systems, i.e., technology used to facilitate the movement of library materials and automate select circulation functions.
• Ability to assign and direct various projects, soliciting involvement from employees in other Library System units, as appropriate.
• Ability to foster collaboration, build consensus, and recommend solutions in response to organizational challenges or problems.
• Ability to demonstrate to customers the use of the Library System’s website; including the online catalog and databases.
• Ability to learn and demonstrate the use of current mobile device technology to assist customers in downloading and/or accessing the Library System’s online digital materials such as eBooks.
• Ability to plan, organize and direct Library System activities.
• Ability to learn and enforce the Library System’s policies, procedures and regulations to customers and employees.
• Ability to maintain confidentiality of customer records and other identifiable customer uses of Library System resources and services, security related incidents and personnel issues.
• Ability to learn and enforce Federal and State laws pertaining to employment.
• Ability to supervise and direct the work of others and provide coaching, training and disciplinary actions as needed.
• Ability to effectively use independent judgment to resolve staff, patron and operational problems within established guidelines.
• Ability to deal with difficult individuals in unusual situations with tact and diplomacy.
• Ability to communicate concepts, general information and task-related information in oral, written and electronic forms.
• Ability to learn, implement and maintain complex filing systems including the Dewey Decimal System with a high level of accuracy.

MINIMUM TRAINING & EXPERIENCE
Required:
• Master’s Degree in Library Science from an A.L.A. accredited college or university.
• Four years of professional library experience at a supervisory or leadership level.
• Demonstrably progressive work experience showing an increase in the level of duties and responsibilities.
• Certified or eligible for certification by the South Carolina State Library.
• Other combinations of experience and training, which meet the minimum requirements, may be substituted.
Preferred:
• Supervisory or leadership experience in a public library.
