The South Carolina State Library is an independent state agency governed by a board of seven members appointed by the Governor, with one member from each Congressional District and one from the state at large. Members serve five-year terms and may be reappointed. The Director, who is responsible for the operation of the agency, is appointed by and is responsible to the State Library Board.

Supervises the sections directly related to provision of external services, including Library Services, Talking Book Services, and Library Development.

 

Library ServicesFelicia D. Vereen (interim manager)

  • Provides research services to state government agencies, the General Assembly, the Office of the Governor, and to other elected officials.
  • Provides statewide reference and interlibrary loan service to supplement local public library collections and services.
  • Provides orientation to the State Library, and training sessions on accessing electronic information to state government agencies.
  • Coordinates the South Carolina State Documents Depository system.

  • Provides free library services to citizens of all ages who are unable to use conventional print materials due to blindness, reading disabilities, visual impairments, or temporary or permanent physical conditions that make holding books or turning pages difficult or impossible.
  • Provides reading materials (books and magazines) in special formats (recorded, large print, and Braille) and free loan of specialized talking book playback equipment through the free-matter U.S. Postal Service mailing system.
  • Provides a descriptive video collection with secondary audio programming designed exclusively for the blind and visually impaired.
  • Provides an annual summer reading program for children with print disabilities.
  • Provides on-site assistive technology computer workstations.

 

Library DevelopmentDeborah Hotchkiss

  • Facilitates the development of collaborative partnerships with multi-type libraries and related agencies and organizations throughout the state.
  • Provides consultant services to public libraries and library trustees to further the development and improvement of public library services statewide.
  • Administers and provides guidance on special public library development projects, such as new public library construction.
  • Serves as liaison to a variety of statewide groups, such as Friends of South Carolina Libraries, the University of South Carolina School of Library and Information Science, the South Carolina Association of School Librarians, and the South Carolina Association of Public Library Administrators. 
  • Administers and coordinates Library Services and Technology Act (LSTA) grant funds that support statewide library initiatives and programs.

 

Division of Innovation & TechnologyCatherine Buck Morgan
Supervises the sections directly related to the provision of technology-related services and virtual services. Provides leadership in the development of technology solutions to support the missions of the agency and public libraries.

 

Information Technology & Infrastructure LaBon S. Hardy

  • Provides consulting services to the public libraries in the areas of technology and communications.
  • Responsible for and provides internal support for agency technology and communications.
  • Maintains and enhances the South Carolina State Library's Web site to provide quick, organized access to information on State Library services, a gateway to essential information on South Carolina state government and a portal to other electronic resources.
  • Coordinates with the Office of the Chief Information Officer the Universal Service Program (E-Rate), which ensures that all eligible public libraries and schools have affordable telecommunications access. 
  • Represents the State Library at state government technology groups, including the K-12 Technology Initiative Committee, the Assistive Technology Advisory Committee, the Architectural Oversight Committee, the SC Information Technology Association, and the State Government Webmasters Association.

  • Coordinates South Carolina's Virtual Library, which provides free access to subscription electronic resources for all South Carolinians.
  • Provides DISCUS-related consultation and technical support to libraries throughout the state.
  • Coordinates, provides and supports DISCUS training for academic, school, and public library and information technology staff.

  • Coordinates and develops SchoolRooms™, a portal of enriched, standards compliant educational resources available to all South Carolina citizens.
  • Coordinates the development of content in SchoolRooms™ that targets the South Carolina K-12 community, and includes resources for students, librarians, teachers, and parents.
  • Ensures that information is aligned with national and South Carolina curriculum standards, so that students will be accessing resources that are relevant to their age and grade levels.

 

Technical Services

  • Acquires, catalogs, classifies, and makes available all materials in the library's collections.
  • Maintains the library's collection database, WebLION.
  • Digitizes print documents and organizes/classifies born-digital documents and makes available via WebLION.

Supervises the sections directly related to finance, administration, and agency mail services and provides human resources services directly to all staff.  Oversees administrative support and facilities management. Coordinates state and federal agency reporting and statistical reporting activities.  Works with the Director and the management team to align agency planning.

  • Provides support services in the areas of budgeting, financial management, state aid and federal grants management, procurement, and accounts payable.
  • Provides guidance to public libraries and interprets governmental regulations and procedures to ensure proper expenditure of federal and state aid grant funds awarded for the improvement of local library services.

 

Mail Services

  • Provides internal and external agency mail support.
  • Provides all mail services associated with Talking Book Services.

  • Coordinates and disseminates all press release information to news media outlets.
  • Edits the agency’s newsletters.
  • Assists libraries with public relations and marketing issues.
  • Provides assistance with legislative bill tracking.

  • Provides literary arts programming services to libraries and literary groups statewide.
  • Co-sponsors literary events, such as the South Carolina Book Festival, River of Words, Letters About Literature, and literary arts workshops.
