The Shared Content and Licensing Librarian will play a leading role in planning and implementing collaborative collections initiatives and coordinating consortium-wide licensing activities. Essential Job Functions:

The PASCAL Shared Content & Licensing Librarian is responsible for planning and implementing collaborative collections initiatives and coordinating consortium-wide licensing activities. The goal is to bring greater unity to collections while creating efficiencies in securing of content for member libraries. The incumbent manages electronic resource and ebook programs and coordinates collection analysis, management and development activities for the consortium. The Shared Content & Licensing Librarian is responsible for providing leadership and support to relevant standing committees, working groups and task forces and will assist with program planning, project management, assessment, and coordination of PASCAL initiatives.

Specific responsibilities include:

  • Manages Consortium Electronic Resource & Ebook Licensing Programs. Manages consortium activities for selection, licensing and renewal of core and opt-in electronic resources including consortium ebook packages. These activities include facilitating collaborative membership decision-making for selection; coordination with partner agencies such as the State Library, license negotiation, dissemination of information on offerings and product evaluation. Specific activities include:
    • Manages subscription relationships with vendors and members. Works closely with the Administrative Assistant to coordinate routine renewals. This includes receipt of invoices, statements, renewal information and price quotes from vendors and oversight of the distribution of price quotes and renewal information to members.
    • Coordinates the identification, evaluation, and selection of content to be pursued by the consortium on behalf of member libraries.
    • Works Closely with Executive Director to negotiate license terms with vendors and coordinates with member institutions and partners to promote licensing standards, models and best practices in order to support a common collection based on universal access to the greatest extent practicable.
    • Provides leadership and support for member committees and work groups.
    • Works closely with other PASCAL staff to ensure that PASCAL resources are fully deployed and usable to the greatest extent possible by end users at member institutions.
  • Develops Shared Content Policies and Programs. Works with member libraries to articulate the common collection philosophy. Identifies specific projects and programs designed to support appropriate levels of integration of collections in areas ranging from collection analysis, shared print storage, collaborative selection, digital preservation, and integrated workflows. Specific activities include:
    • Provides leadership and support for member committees and working groups.
    • Facilitates development of consortium plans, policies and practices to maximize the benefits of collaboration in collection development and management.
    • Serves as project manager for collections initiatives that promise substantial positive impacts through the development of a shared common collection. (Current examples are an implementation of YBP's Gobi and GoBetween functionality and Goldrush Content Evaluation Tool developed by the Colorado Alliance.)
    • Coordinates development and management of profiles for shared ebook collections.
    • Works closely with other PASCAL staff to ensure that collections tools are fully deployed and usable to the greatest extent possible by end users at member institutions.
  • Supports Planning and Program Evaluation. Collaborates with other members of the PASCAL team to collect, maintain and analyze use data for program evaluation. Works closely with the Member Engagement and Training Librarian to evaluate and assess effectiveness of PASCAL resources and programs. Assists the Executive Director in planning and development. Monitors trends and best practices in academic librarianship, particularly with regard to collections development and management concerns. Contributes to the professional dialogue on behalf of PASCAL and member institutions.
Qualifications

Masters' Degree in Library Science. Knowledge of academic library operations, particularly in an area related to collections; outstanding analytic, oral and written communication skills; planning and organizational skills; demonstrated ability to work collaboratively; demonstrated flexibility in adapting to change, ability to work well under pressure, ability to meet deadlines, excellent ability to organize and prioritize competing demands, and ability to travel to in-state and national meetings; two years of relevant experience.

Preferred Qualifications:

Demonstrated experience managing electronic resource licensing programs, ebook programs, vendor negotiations, collection development projects, or acquisitions workflows; program management experience; proven ability use a variety of systems and software to organize, present, and analyze collection, financial and usage data; experience in a research-level academic library environment; experience or familiarity with academic library consortia.
