Job Description

- Directs the library system’s outreach and mobile services to the community and is responsible for the planning, training, administration, and implementation of the library’s outreach functions, while ensuring positive customer service and quality interactions. Seeks new avenues for service delivery to underserved populations, and advocates library services through presentations, programs and the development of community partnerships. Supervises, trains, and coaches staff. Assists in Strategic Planning for the department and system. Oversees collection development for the department and assists with system-wide collections targeted to diverse audiences.  Guides and assists customers in the use of technology and reference services. Serves on system committees.

Manages all aspects of the department. Ensures department is staffed and operational for the public. Supervises staff including scheduling, training, and evaluating. Coaches and mentors staff in effective community outreach. Assesses unique circumstances and makes informed decisions concerning customer service and vehicle maintenance.  Develops budget for departmental initiatives, and manages allocation of departmental resources.

Studies demographics of the county, and works with branch staff and community partners to identify opportunities to expand or initiate services, and to reach underserved populations. Works to understand needs of diverse communities through professional development and networking.  

Formulates goals, plans, and procedures for implementing outreach services in accordance with the library’s strategic plan and priorities.  Assists in the library’s statistical analysis pertaining to outreach programs, maintains records/statistics and prepares reports.

Advocates for the library by promoting services and programs to individuals, civic organizations, community agencies, and educational institutions. Cultivates partnerships through communication and interaction with community groups, and serves as a liaison to community organizations. Develops and presents dynamic programs, presentations and events for the public in a variety of outreach venues. Provides opportunities for all ages to strengthen economic development, job skills, literacy, and recreation to build lifelong learning skills. 

Manages the collection/materials for the department. Develops collection budget based on allocations.  Analyzes circulation statistics and trends in order to create a collection development plan. Selects and deselects materials based on community analysis, and serves as system-level advisor for diversity in library collections.

Provides quality customer service adhering to library policies and procedures to successfully fulfill the needs and expectations of the public. Provides circulation, reference and technology services for the public.

Qualifications

- MLIS from an accredited college or university: Supplemented by 3-5 years of professional experience in public libraries, including supervisory and management experience

- Requires valid SC Drivers license. Exerting force up to 20 pounds may be required. Requires talking, hearing, seeing, grasping, standing, walking, repetitive motions, kneeling, reaching, pushing, pulling and lifting.
