PASCAL is a consortium of 56 college and university libraries housed within the South Carolina Commission on Higher Education. PASCAL provides resources and support for academic libraries.   The consortium fosters cooperation on a broad range of issues including shared licensing of electronic resources, universal borrowing, collaborative collection management, affordable learning and library systems support.  The Access Services Librarian is a member of PASCAL’s Content & Services (CS) Team and is primarily responsible for coordinating the consortium’s resource sharing services. The CS team’s major areas of activity include electronic resource licensing, shared print and electronic collection management, resource sharing, affordable learning, training, and assessment. The CS team works closely with PASCAL’s Shared Library Services Platform (SLSP) team and members to leverage the state’s new shared Alma/Primo VE system in support of these activities.

The incumbent coordinates services and technologies to support seamless end-user access to collections and manages consortial content delivery programs for print and electronic delivery. This includes coordinating the current courier-based print delivery service and expanding service to include implementation of solutions for delivery of non-returnables using Alma and/or other tools.  The successful candidate will be motivated by challenges in a changing library landscape; will be energized by collaborative efforts; and will work effectively with members from diverse backgrounds.

In conjunction with the SLSP systems team, the incumbent provides support for fulfillment system tools in Alma/Primo VE and other systems supporting delivery of print and electronic resources and will work with participating library staff and vendors to analyze, document, and resolve problems.  Proactively provides expertise and training to member library staff to ensure the implementation of best-practices and new tools.

Provides leadership for planning, managing, and evaluating consortial responses to trends in fulfilment services to maximize both current and potential consortial programming.  Identifies, evaluates, and stays current with emerging practices, trends, tools, resources, laws, regulations, and standards related to providing access to enhance library services statewide.  Facilitates consortium adoption of best practices and opportunities due to technology-based change.

As a member of the PASCAL Content & Services team, the incumbent will also collaborate with other CS team members to support overall team objectives and may be assigned additional program management responsibilities, depending on the incumbent’s capabilities and/or team needs.  The job duties of this position include but are not limited to the following:  

  • Manage content delivery programs for print and electronic material including the current courier-based delivery service and a developing non-returnable program. 
  • Provide strategic leadership and serve as the point person for consortial resource sharing partnership policies, practices, and services.
  • Identify and coordinate adoption of new technologies to support seamless user discovery of and access to collections.
  • Recommend best-practices and workflows to maximize the value of partnerships and provide superior access to consortium resources whether owned, borrowed or licensed.
  • In conjunction with the SLSP team, provide support for fulfillment system tools and coordinate efforts to ensure the consortium’s discovery user experience fully supports access to PASCAL’s common collections to the greatest extent possible.
  • Work with the SLSP team, participating library staffs and vendors to analyze, document, and resolve access-related issues in Alma/Primo VE and related systems.
  • Lead assessment efforts using use-statistics, costs, library user fulfillment analysis, and overlap analysis, etc.
  • Develop training materials and documentation for consortial content delivery programs; deliver training for member library staff.
  • Provide leadership and support to relevant standing committees, working groups and task forces.
  • Represent the consortium in state, regional and national conversations regarding user access to library and research content.
  • Other responsibilities based on CS team needs and incumbent’s experience.
Qualifications

Minimum Requirements:  Masters’ Degree in Library Science.  Demonstrated ability to successfully manage complex projects across organizational boundaries; working knowledge of resource sharing; three years relevant professional experience.  Significant additional experience that specifically and directly includes preferred requirements and/or addresses the essential duties of this position will be considered in lieu of the MLS degree.

Additional Requirements:  Must possess knowledge required to manage content delivery via circulation, ILL, and/or document delivery services in an academic library or consortial environment.  Ability to organize and prioritize competing demands.  Must possess excellent oral and written communication skills.  Ability to work successfully with people of varying educational and cultural backgrounds and experience levels. Ability to work effectively as a member of a team.  Ability to solve problems creatively and constructively, cope with a changing work environment. Self-motivated.  This position may require overnight travel.  This position may require employee to work evenings and weekends.  Outstanding oral and written communication skills; strong planning and organizational skills; demonstrated ability to work collaboratively; demonstrated flexibility in adapting to change; ability to work well under pressure; ability to meet deadlines; excellent ability to organize and prioritize competing demands; and ability to travel to meetings. Preferred Requirements:  Demonstrated experience managing content access and resource sharing services in an academic or consortial environment; Experience in project management and/or workflow design; Experience with the Alma/Primo VE Library Service Platform, including fulfilment and/or analytics functionality; Experience managing interlibrary loan services; Experience in one or more of the program areas supported by the CS team; Experience in a research-level academic library environment; Familiarity with academic library consortia.
