    An independent not-for-profit entity established by FCC rules to administer the schools and libraries program. The SLD web site will allow schools and libraries to file their Universal Service Program forms electronically; it will also be the site where applicants' descriptions of required services will be posted so that providers can competitively bid for them. Applications will also be accepted via regular mail at Schools and Libraries Division, P.O. Box 7026, Lawrence, KS 66044-7026. The SLD also has a toll-free number, 1.888.203.8100.     This site includes information specific to South Carolina, including Free and Reduced Lunch Data needed to calculate the percentage of discount for each South Carolina school district.

  • E-Rate Manager
    E-rate Manager is a free tool which offers the E-rate applicant community help in managing the cumbersome and time consuming E-rate paperwork process.
  • BellSouth Education Gateway
    Developed by BellSouth, this site offers specifics on developing technology plans, including a "Planning Assistant" to jumpstart the thinking process. Geared towards schools, but useful for libraries. A USF Guide features a tutorial for stepping through Forms 470, 471 and on.
  • National Exchange Carrier Association
    NECA was mandated by FCC rules to administer Universal Service programs. Application forms and basic program information are available now for downloading and printing at this site, or can be obtained by calling toll-free 1.888.203.8100.
  • E-Rate Hotline
    The e-rate hotline is an information and referral service created to help schools and libraries take advantage of telecommunications discounts. To speak with a specialist, call the hotline at 1.800.733.6860.
  • LearnNet
    The FCC's informal education page contains the latest updates on the status of the universal service fund. You may call 1.888.call-fcc to obtain general information, frequently asked questions and status of the application release date.
  • NCES
    Search the National Center for Education Statistics web page to locate the appropriate NCES ID for your library or school. This is needed to complete both FCC Form 470 and FCC Form 471. SC libraries can find their FSCS code here: Search results for South Carolina Public Libraries.
